Annie Blalock, 20, is a junior at Middlebury College. For the next four months, she will be studying abroad in Irkutsk, Siberia, taking classes in ecology and Russian. Because of proposed Title IX guidelines, Blalock is worried about policy changes for victims of sexual assault.
